Alexis Gutierrez, a Foreign Affairs Specialist for NOAA Fisheries, works on marine conservation and sustainability issues related to sea turtle conservation. Her work includes leading the U.S. government’s engagement in several international agreements, as well as recovery planning to conserve and recover sea turtles. She also works on U.S. and international bycatch reduction initiatives, including those related to trade agreements. This work led to her doctorate research on the phenomena of non-state governance mechanisms, such as seafood certification, to improve the sustainability of fisheries. Alexis holds a BA in International Studies/Environmental Studies and an MA in International Relations from the Johns Hopkins University and a doctorate from the University of Oxford in Geography and Environment.
