Sam Hoffer


Director of Verra Programs

Sam is the Director of all active Verra Programs, including the Verified Carbon Standard (VCS), Climate, Community & Biodiversity (CCB) Standards, Sustainable Development Verified Impact Standard (SD VISta) and the California Offset Project Registry. He is responsible for the delivery and overall success of Verra’s programs, ensuring seamless team management and development, service delivery, and quality control and evaluation. Sam is also responsible for convening and managing Verra’s program advisory groups, which provide strategic and technical guidance on the evolution of the Verra programs. Finally, Sam is responsible for engaging with an external community of stakeholders and other beneficiaries of Verra program services, corporates, non-governmental organizations, and governments in order to inform and develop a strategic vision for Verra’s programs.

Sam holds a Bachelor’s degree in Government and Politics from the University of Maryland, where he focused his studies on environmental economics, science, and policy.
